You can use 'tcl'--to toggle the clipping mode--to fly. I do not
recommend this as is also toggles the clipping code for all NPC. A
better in game way would be to enchant an object to give you the
ability to fly.

Can work but is very expensive in terms of initial cost for any
worthwhile spell or enchantment. Using levitate with a parameter of 10
is do-able but the time is limited and speed is not great.

One way to increase your speed of travel, apart from teleportation, is
to use the "Boots of Blinding Speed". With most characters you are
totally blind but Bretons, with their natural resistance only lose
fifty percent of their vision. By enchanting an object with a constant
resistance to magic you can actually use the boots normally. I was
able to get 60% enchantment on an exquisite shirt, if I remember
correctly. When your speed increases it becomes too quick to use
"Always run"

Actually, the Boots of Blinding Speed's blind effect can be negated by
any short duration enchantment to resist magic. So, a 100% resist for
about 3 seconds will allow you to use the boots and see. 1 Second
could work IF you can get the boots on fast enough. 3 seconds gives
you a little time to equip nullifying item, use it and then equip the
boots.

I had a dagger and a staff that gave me levitation. As far as the Boots
of Blinding Speed go I used the game editor and created my own boots of
speed without the blinding. They worked great.

True but then you have to remember to do it each time you don the
boots.
