If you manage to click on Tarhiel, the guy who falls from the sky onto
the path just north of Seyda Neen, he says "I don't want to talk about
it!" and you have no option but to click on "Good-bye" and let him
continue his fall to the ground.

It's a pity, because he offers "barter' and 'repair' services, and I
would have liked to be able to see what he has to offer. But you can
only click on goodbye.

This morning, using sneak, I stole 13 gold pieces from him
successfully. But the second time he saw me, and attacked me with his
sword - lightning bolts everywhere! I nearly died!

when he attacked u did he live and f so try it again and us a calm
humanoid spell then report ur self 2 a guard and see if he offers u
services.

I once made an area effect slowfall spell to rescue him, of course he
didn't get any more talkative after he safely landed.

Well unless he's got a chest of items stashed somewhere in that cell (I
realy doubt it) he coudl only sell what's in his inventory. But
according to the editor, he sells Ingredients, Lock Picks, Repair Tools,
Magic Items and Potions. Of those types, magic items are all he has. And
he wouldn't sell the sword, since he's using it, which leaves his lovely
scrolls as the only thing for sale.

Ha! No, I put off dealing with Tarhiel until I was level 25 or so, and
Speed about 80 or something, just so I could deal with him effectively.

Or was I wearing the Boots of Blinding Speed, with Night Vision? I'm
not sure now, but I was fast! I kept missing him and reloading many
times until I did it.

Open up the console. Click on his corpse. type "ressurect" (or
"resurrect"? "resssurrrrect"?) and then you can talk to him.
