Is there any enchanted item with a constant restore health and fatigue
effect in the game? I know of some Robe of St. Roris (or something like
that), its supposed to have constant effect but it doesn't. Did Tribunal
*fix* it or something?
If there is an item like that...where do you find it?

It was fixed in the first patch for Morrowind. I can't think of anything
that gives both as a constant effect, only items that give one of the two.

[ fatigue and health ]

Well, fatigue is automagically restored at a slow rate by standing
still or resting, so while you may be 100% correct, the effect can be
easily created just by not moving for a minute or two.

In a pinch some potion could take up the slack.

I can't remember if there's anything that does both. Your best bet is
to create your own items, or just spend the money and get someone to
enchant them for you (even better). It's been a while since I've
played, but I think I had a ring created to restore 4hp/second (maybe
3), and a belt that restored something like 12 or 20 pts of fatigue a
second. It's worth the investment if you can get the soul gems and the
money.

Of course, you're going to have to be tough enough to Soul Trap and kill
a Golden Saint (or the equivalent) to get powerful enough soul gems to
create constant effect items, although I think there's a gem with a
Golden Saint soul that you can steal in the Balmora Mages Guild.

And if you've got Tribunal installed, money shouldn't much of an issue
after a certain point in the game, as there are plenty of merchants in
Mournhold that can give you what the expensive items are really worth.

Well, a friend told me about a ring *worn* (no stealing apparently) by
Helseth Hallu in tribunal. Slay him to get him. It has :
- 10 pts restore Health, constant
- 10 pts restore Fatigue, constant
- 100% Reflexion, constant
- 100% Resist paralysis, constant.

Well, according to my friend cause killing Helseth gives broken prophecy...
and I hate that...

In any case it exixts in TES as "Helseth's ring", but I didn't check
enchantments, sorry...

Does it exists ?

It also has 100% resist magic. That ring makes him very hard to kill.
The number of guards surrounding him doesn't make it any easier.
