I'm playing a straight fighter type, and I'm trying to get Sottilde's
code book. I'm a 'Toad' in the Thieve's Guild, but don't really care
whether or not I stay in it.

Is there any way other than killing her to get it? I bribed her
disposition towards me up to 100/100 but she still just keeps telling me
I have to decide where my loyalties lie.

Ask around for jobs in the guild.

You can pick her pocket for it.

Alternatively, you can leave the quest for now, not bother with the Balmora
Fighter's Guild for a while but hook up with the guild in other cities, and
eventually this will resolve itself.

Or you can just kill her and get everyone mad at you. I like Sottilde so I
like to leave her alive.

Because of the complications, this is a quest that I never take.

This won't help you now, but in another game, you can continue taking
Thieves Guild quests until you get one which alters Fire-eye's attitude
towards the guild. Then she will give you a more limited set of quests
that doesn't include the codebook one.

There are many ways to play this. You can just stop doing Firemumbles
fighter quests (you can still advance in the guild). You can steal
the book. You can bribe the book (but not, I think, if you are
already in the thieves guild). You can kill Sortilde. You can
probably threaten her, but I haven't actually tried that. This quest
asks you to choose between guild loyalties. The choice is yours to
make (in many ways). Morrowind is NOT a game where you have to march
through each and every quest you're given. (There are other
interesting ways.....

thieves guild side so that she will stop giving you anti thieves
guilde quests

Learn the frenzy spell from one of the mages (can't remember which one
but a few can teach it) then get a gem, the higher the better with as
strong a soul as you can capture. Take this along with an extravagant
piece of jewelry and a fair bit of cash to an enchanter and get them
to make you a 100 min 100 max frenzy ring which lasts for at least 15
seconds. This will seriously piss off anybody you point it at and they
will attack you (cheaper if you go for touch instead of target). You
can then kill them taking anything from them you wish without anyone
batting an eyelid.
This may seem an excessive just for a codebook but it really comes in
handy when wandering around Ghostgate towers and eyeing up all that
lovely glass armour that all those posers are/were wearing

Want some cash? Go to the scamp in the Gorahk manor in Caldera and
cast a mark spell, then off to the mages guild to be teleported to
Vivec, find a guard, point the angry ring at him giving him the severe
hump. Beat the crap out of him, strip him of all his expensive armour
and do recall back to the scamp, He has 5000 gold, sell him the helmet
and shield for 5,000 and then try the rest key. You be told you can't
but you can wait instead so chose that and wait for 24 hours which
passes in seconds. After that he will have another 5,000. Buy back the
helmet and shield and he will have 10,000 allowing you to sell him
something more expensive, keep this up until you have sold him
everything you've stripped from the guard and you'll end up with about
25,000 to 30,000 gold just from killing one guard.
You don't have a time limit on the game so who cares that you've just
spent a week standing around in the manor. Morrowind like the real
world is all about cash, the more you have the easier your life. You
can buy all the training you want, all the spells you want and pay the
enchanters to make you some pretty high level stuff provided you have
the right gems with the right souls.
You can also buy the summon golden saint spell, buy a load of grand
soul gems from some guy upstairs in the guildmasters hall in mourhold,
then get an enchanter to make you a summon golden saint ring/necklace
(extravagant) which lasts at least 25 seconds giving you enough time
to summon it, cast the soultrap spell and then kill it trapping it's
soul into the grand soul gem. An enchanter can then make you an
attribute enhancing piece of kit with a permanent effect - nice!!!!
